Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 & 2 PENETRATION FIRE BARRIERS INOPERABLE SPJ.QlAL REPORT Pursuant to Updated Final Safety Analysis Report (UFSAR) Technical Requirement 16.2.1.3.B.2.2, e Special Report is hereby submitted because five penetration fire-barriers were not restored to a functional condition within seven days.- Two Unit 1 and three Unit 2 penetration fire barriers between the Quench Spray Pump House and-Auxiliary Building were breached to implement work associated with a design change modification.

On November 24, 1992, marinite.' boards covering penetration fire barriers were removed in the Quench Spray Pump House to implement work' activities associated with a design change package.' A fire watch was established upon removal of the marinite boards to satisfy the technical requirement actions. At approximately 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on December 1,1992, the'seven day surveillance _ requirement of UFSAR, Section 16.2.1.3.B.2.1 for penetration fire barrier inoperability was exceeded when the fire barriers were not restored to functional status. -

Additionally, on December 3,1992, when the marinite boards were removed from-these penetrations in the Auxiliary _ Building, gaps were discovered in the fire barrier foam material around the pipes.- The cause of the gaps appears to be shrinkage of the'

- fire barrier foam. material over time. The fire watch, previously-established on November 24L 1992, continued until mcdifications were completed. The activities ~

were completed and the penetration fire barrier were returned to operabie status on December 14,1992.
