VIRGINIA POWER June 12, 1985 CERTIFIED MAIL RETURN RECEIPT REQUESTED Mr. Ray R. Jenkins State Water Control Board Piedmont Regional Office 2201 West Broad Street Richmond, Virginia 23230 Surry Power Station - NPDES Permit Exception

Dear Mr. Jenkins:

This is to confirm the NPDES permit exception at our Surry Power Station that was reported to Mr. David Smith of the State Water Control Board staff.

On June 10, 1985, analysis of a grab sample obtained from process stream 111, the liquid waste system, revealed an oil and grease content of 57.4 mg/1.

This exceeds our maximum permit limit of 20 mg/l for this process stream.

This sample was taken during a batch discharge from the liquid waste system, and results were not obtained until the discharge was completed. Therefore, no imediate corrective action could be taken. Since this process stream has only recently been incorporated into the NPDES permit for Surry Power Station there is limited background data for comparison. Station personnel feel that this oil and grease level is not a normal level for the system and may have been an isolated occurrence. Sampling results for this system will be closely monitored by station personnel to determine whether further action is warranted.

Should you have any questions regarding this exception, please do not hesitate to contact this department.

Very truly yours,

& s John A. Taylor, Ph.D.
