Dear Mr. Jenkins:

This is to confirm the NPDES permit exception for our Surry Pow-er Station which was reported to you on October 29, 1985 by telephone,'and to report an exception related to Outfall 011.

The flow for Outfall-011, the sewage treatment plant, was esti-mated from Oct. 1 through Oct. 10, rather than reflecting record-ed results. This was due to91 malfunctioning flow integrator, as previously reported during August. As stated in our earlier re-port, we ordered repair parts from the Fisher-Porter Company which manufactures the equipment. The parts have been received, and repairs were completed as of October 10, 1985. Flows as of October 11 reflect recorded measurements. Flow estimates from Oct. 1 through Oct. 10 were made using flow measuring equipment which was still operative.

As reported on October 29, an analysis of a. grab sample taken from Outfall 081, Turbine Sump C, on October 25, revealed an Oil and Grease level of 32.7 mg/1. This exceeds our maximum limita-tion of 20.0 mg/l for this outfall. Discussions with station personnel indicated that Surry Unit Two was being brought back to generating status during the period preceding the sample, after being out of service for maintenance. As a result, this sump was transferring large amounts of water which were being pumped in from several collection pits. This pumped water apparently caused a higher than normal flow rate and turbulence, which prevented the oil skimmer from operating at maximum efficiency. As per your discussion with Bruce Easley of this department on Oct. 29, this exception is the first of this nature related to Outfall 081. We i feel that this was related to unusual conditions which may not be' repeated andotherefore plan no specific corrective actions at this time.
