Dear Mr. Jenkins:

This is to confirm the NPDES permit exception at our Surry Power Station that was reported to you on June 13, 1985.

On June 13, analysis of a grab sample taken from Outfall 002, the Gas Turbine Oil Tank Dike, revealed a pH of 5.7. This is outside of the pH range of 6.0 to 9.0 standard units, which is allowed in our NPDES permit.

As stated in our comments prior to permit reissuance in April of this year, no processes or inputs which might affect pH occur at this outfall. The diked area is designed to contain an oil spill which might occur from this tank.

There has never been a spill from this tank, and the only input to this diked area is rainwater. As indicated during permit discussions with State Water Control Board personnel, there is substantial data to demonstrate that naturally occurring rainwater often possesses a pH of less than 6.0.

Therefore we feel that this exception is the result of naturally occurring phenomena and do not plan any corrective acti~n.

As per the discussion between yourself and Bruce Easley of this Department on June 13, we will endeavor to obtain samples of rainwater in the vicinity of this outfall during future rain events, to determine the relationship between the pH of rainfall and Outfall 002 discharges.
