CERTIFIED MAIL RETURN RECEIPT REQUESTED Mr. Ray R. Jenkins, Jr.

State Water Control Board Piedmont Regional Office 2201 West Broad Street Richmond, Virginia 23230 Surry Power Station - NPDES Permit Exception

Dear Mr. Jenkins:

This is to confirm the failure to obtain an NPDES sample at our Surry Power Station that was reported to you by phone on July 5, 1985.

Process stream 121, the boron recovery system, was not sampled during June, although releases were made on June 1, 2, and 3, 1985. The required sampling frequency for this stream is once per month.

The seriousness of this exception has been discussed with station personnel, and formal notifications have been internally routed and reinforced to prevent a future recurrence of this type of exception.

This process stream was a new inclusion in the recently reissued NPDES permit for Surry Power Station. Since there is little background data for this stream, station personnel sampled the Boron Recovery Tank on June 19, 1985, to i

obtain representative information for this system. The sampled contents were, however, not released, but were recycled. Analysis of this sample resulted in a pH of 7.1, a total suspended solid level of 10.2, and an oil and grease I

i level of less than 5. This data is provided simply for the purpose of information as to boron recovery system water quality.

Should you have any questions regarding this exception, please do not hesitate to contact this department.

Very truly yours, John A. Taylor, Ph.
