Dear Mr. Jenkins:

This is to provide additional information concerning the NPDES permit exception at our Surry Power Station that was previously reported to you by phone on January 29, 1986.

On January 21, 1986, a composite sample of effluent from Outfall 011, the sewage treatment plant, was collected between 9:00 a.m. and 1:00 p.m.

Analytical results received on January 29 revealed a Biological Oxygen Demand (BOD 5) of 75.6 mg/1. This exceeds our permit limitation of 45.0 mg/1.

Station personnel believe this exception to have been caused by a hydraulic overload to the system between 6:00 p.m. on January 20 and 2:00 p.m. on January 21. During this time, a flow of 72,830 gallons per day was observed.

From observations made on January 21, the source is believed to have been clean domestic water, such as from a sink or toilet stuck in the 11 on 11 position. The source of input could not be pinpointed before the inflow returned to normal levels, of approximately 28,000 gallons per day.

Due to the temporary nature of the operational condition causing this exception, no further corrective action is planned. If you have any questions regarding this exception, please do not hesitate to contact this department.
