SUMMARY
OF MANAGEMENT SANCTIONS IMPOSED 7/1/91 THROUGH 12/31/91 VIRGINIA ELECTRIC AND POWER COMPANY EMPLOYEES RANDOM TESTS Confirmed Positive Tests for Illegal Drug(s) 2 Employees were placed on 30 calendar day Disciplinary Suspension (without pay), referred to the Employee Assistance Program for rehabilitation, and required to submit to chemical testing prior to reinstatement. They are now subject to Follow-Up testing for the three years following their reinstatement.
PRE-ACCESS TESTS Confirmed Positive Tests for Alcohol 1
Employee was tested while on an official visit to Plant Vogtle, GA. While the employee was not tested under the Virginia Power Fitness for Duty Program, the result is being reported by Virginia Power, as this issue concerns an employee who tested positive and was sanctioned by the Company.
The employee was given disciplinary action, referred to the Employee Assistance Program, and was required to submit to chemical testing prior to reinstatement. The employee is now subject to Follow-Up testing for the three years following reinstatement.

SUMMARY
OF MANAGEMENT ACTIONS COMPLETED TO IMPROVE THE FFD PROGRAM 7/1/91 THROUGH 12/31/91 Virginia Power has established new contractor/vendor requirements that allow contractor/vendor supervision to be trained by Virginia Power. This will eliminate problems in this area which were identified by our Quality Assurance Department during audits of contractor/vendor FFD programs.
Computer programs were developed and implemented to randomly select backshift, weekend, and holiday testing dates and to select follow-up testing dates.
Locking sample carriers were provided by the HHS-certified laboratory for transport of specimens between Virginia Power facilities and the HHS-certified lab.
Inquiries to local hospitals and law enforcement officials regarding potential forms of substance abuse have resulted in no changes to the substances for which testing is performed by the FFD program.
EVENTS REPORTED TO THE NRC BY VIRGINIA ELECTRIC AND POWER COMPANY 7/1/91 THROUGH 12/31/91 A 24-hour report was made to the NRC when a Virginia Power supervisor had a confirmed positive pre-access test for alcohol while on 1 an official visit to Plant Vogtle, GA. The supervisor was sanctioned under Virginia Power Fitness for Duty Program guidelines.
