Dear Mr. Jenkins:

This letter serves to update you on an oil spill at Surry Power Station reported on February 8, 1989.

On February 8 at approximately 10:30 a.m., station personnel reported a small oil sheen in the upper end of the station discharge canal. This was attributed to an oil collection pan beneath a crane which was accidentally tipped over allowing a small amount of oil to reach a yard storm drain.

An absorbent 11 boom 11 was placed at the mouth of the storm drain and absorbent pads were used to complete the cleanup.

While spills of this nature are very minor, they do require resources to locate, report, and clean them up. Therefore, as you discussed with Mr. Bishop of my office on February 10, the station is looking at ways to prevent them from reaching the discharge canal should they occur.

Since the cooling water discharge canal is a concrete lined conveyance, designated as waste stream outfall 001 in our NPDES permit VA0004090, it does not constitute state or navigable waters. Since oil was not observed to leave the concrete lined portion of the canal or reach the James River, we believe that this occurrence does not constitute a reportable oil spill. The information contained in this letter is provided voluntarily to keep the Board informed of occurrences which may be of interest.
