Dear Mr. Jenkins:

This confirms the NPDES pert111t exception at our Surry Power Station that was reported to you on February 1 ~ 1984.

A routine check of the station's sewage treatment plant by station personnel at approximately 11 :00 a.m. on February 1, 1984, revealed that the chlorine gas feed system had malfunctioned, and was not supplying chlorine to the effluent.

A representative of the vendor who Installed the chlorine feed system was on site January 30, 1984 to perform service under warranty on the system, as minor problems with the backup gas tank had been noted by plant personnel. Upon the service representative's departure at 5:30 p.m.

on January 31, the system was operative. A routine Internal rough check on January 31 revealed that chlorine was present In th~ effluent and the feed rate meter was registering a positive chlorine dose rate. On February 1} 1984, another routine check Indicated no chlorine In the effluent, however the feed rate meter still reststered a positive f1olrJ. Further Investigation revealed that water pressure was causing a false rate meter reading, and that there was actually no chlorine feed taking place.

Pur:s'uant *to this discovery, hypoch1ortte addition 1s being used as a substitute chlorination method, and the servl.ce, representative has .been celled back to correct the problem.
