Sura Power S!_~tlon - NPDES Perrnl_t Exs_eptton,

Dear Mr .. Jenkins:

This confirms our earlier notlftc~tlon of the NPDES permit exception that recently occurre~ at our Surry Power Station.

On the morning of *July 15, 1983. station personnel obtained a grab sample of effluent from the $tat ion's sewege treatment plant (Outfall 008). The sarnp1e. \*1as preserved and sent to our contract c00111erela1 laboratory In Richmond, Virginia for fecal coliform analysis. The result of the analysts, which was reported to station personnel oo July 22 9 1983, was equal to or greater than 2,400 MPN/100 ml~

  • We believe the cauge of this exception Is the same presumed cause of the recent perml t exception for 6005. As we r-eported to you tn our
  • July 21,. 1983 Jetter descrtbfng* this earlier exception, we feel thst a fore.Igo substance, such as a paint solvent or cleaning agent, may have been Introduced

,fmto the station's domestic sewage system. introduction of such a substance Into the sewage treatment plant could account for an ensuing blo1oglcal Imbalance In the treatment plant and, therefore, _could account for these two ~ceptlons.

Once the an~lytica1 result was obtained, station personnel Immediately

  • lmp1eimnted corrective action. In an attempt to remove the presumed foreign substance from the treatment plant, mtxed Jtquor suspended soltds*were pumped from the treatment plants' aeration tanks to a cow.merelal sewage t~nk* truck for off site disposal. In addition, the chlortne feod ra:itc wiJs and conttnues to be checked and adjusted on a more frequent bash to Insure adequate dfslnfectfon.

The sewage treatment plant discharges Into the stetlon's coo.ling water discharge canal. No adverse environmental Impact attrtbutable to this p,!rmlt exception, such as distressed or dead fish, was observed by station personne_l.
