Dear Ms. Cook:

This is in follow up to the telephone notification of a discharge of oil reported to Ms.

Jeanie Garrett, DES, at 1815 hours0.021 days <br />0.504 hours <br />0.003 weeks <br />6.906075e-4 months <br /> on 5-9-94. Notification was also made to the National Response Center (NRC) and, via the NRC, the U.S. Coast Guard.

At about 1731 hours0.02 days <br />0.481 hours <br />0.00286 weeks <br />6.586455e-4 months <br /> on 5-9-94, an oil sheen was observed in the station's discharge canal.

An oil spill response team was activated and Surry Power* Station response personnel deployed an additional oil boom downstream of the permanent boom for capture and collection of the floating oil. The second boom was in place and the captured oil was being recovered by 1925 hours0.0223 days <br />0.535 hours <br />0.00318 weeks <br />7.324625e-4 months <br />. However, a light sheen indicated that a portion had escaped past the oil booms to state waters. An estimated maximum of two gallons of #2 fuel oil was involved in this event. The small amount which escaped containment and recovery could not be precisely quantified.

Station staff inspected all pipes and storm water conveyances leading to the discharge canal. No further discharge of oil was found nor was there any evidence of additional oil in a,:1y discharge route from the station.

. With the exception of the light sheen which escaped into the James River, all of the oil has been removed by station personnel for proper disposal.

Just prior to the time of discovery of the oil in the canal, a scheduled test run of an emergency diesel generator had been conducted. Hydrostatic testing of the supply lines to the emergency diesel generator indicates the* existence of a leak in one of the lines.

The supply line is being excavated to locate and correct the leak. The extent of any contamination of soil* from any leakage will be evaluated and will be addressed as appropriate.

The leaking supply line has been isolated until corrections can be implemented.
