VIRGINI A ELECTRIC AND POWER COMP ANY, RICHMOND, IN 23261 April 9,1985 CERTIFIED MAIL RETURN RECEIPT REQUESTED Mr. K. C. Dass Acting Regional Director State Water Control Board Piedmont Regional Office 2201 West Broad Street Richmond, Va. 23230 Surry Power Station - Oil Spill

Dear Mr. Dass:

This is to confirm the recent oil spill at our Surry Power Station that was previously reported by telephone to the Staff of the State Water Control Board on April 5,1985.

On the evening of April 5, station personnel discovered a light sheen of oil estimated to cover an area approximately five feet by twenty-five feet in the station discharge canal. Company personnel were called in to investigate the spill further and initiate cleanup procedures.

It was determined that an oily water transfer pump located on the side of the discharge canal bank had failed. This allowed the oil / water mixture to overflow a collection sump and flow into the discharge canal. Commercial oil sorbent materials were used to construct containment and the pump was returned to service. Sorbent material was then used to clean up the area, and the oily earth at the spill site was dug up and replaced with clean grave.l. Personnel from the United States Coast Guard's Norfolk facility visited the site on the morning of April 6. They stated that they felt that cleanup procedures had been satisfactory. In addition to the corrective actions mentioned above, station personnel will check the equipment related to this area on a more frequent basis in order to prevent future recurrences.

Observations of the discharge canal and the local James River area indicated that due to the small amount of oil involved, no apparent adverse environmental impact to state waters, wildlife, or public property occurred.

Should you have any questions regarding this matter or desire any additional information, please let us know, ery I ou n A. Tay , Ph.D.
