SURRY POWER STATION - OIL SPILL

.ooo Domi11iu11 13011/,.,1 *tml Glen Allen. \\ i'rgi11it1.1_:;rx,11 VIRGINIA POWER This letter serves to confirm the recent oil spill at Surry Power Station which was previously reported to the staff of the Virginia Water Control Board on June 19, 1988.

On June 19 at approximately 6:45 p.m., station security personnel reported an oil sheen in the station discharge canal.

Upon investigation it was determined that a faulty skimmer on Turbine Sump B resulted in an ~ccumulation of oil which caused the sheen when the sump was pumped.

The quantity of oil discharged is estimated to be less then 5 gallons.

The spill was contained by a temporary boom placed in the discharge canal and cleaned up with sorbent pads.

The oil skimmer has been scheduled for repair and the sump placed on manual operation with special instructions limiting its draw down depth.

Since the cooling water discharge canal is a concrete lined conveyance, designated as waste stream outfall 001 in our NPDES permit VA0004090, it does not constitute state or navigable waters.

Since oil was not observed to leave the concrete lined portion of the canal or re~ch the Jam~s River, we believe that this occurrence does not constitute a reportable oil spill. The information contained in this letter is provided voluntarily to keep the Board informed of occurrences which may be of interest.
