Dear Mr. Jenkins:

This letter serves .to update you on the recent oil spill at Surry Power Station reported on January 2, 1989. On January 2 at approximately 8:00 a.m., station personnel reported a small oi1 sheen in the upper end of the station discharge canal. This was attributed to the failure of a storm drain boom which allowed runoff from a nearby parking lot containing a small amount of oil (estimated less than 1 pint) to enter the discharge canal. Absorbent pads were used to clean this up and the storm drain_boom was replaced. Since the cooling water discharge canal is a concrete lined conveyance, designated as waste stream outfall 001 in our NPDES permit VA0004090, it does not constitute state or navigable waters. Since oil was not observed to leave the concrete lined portion of the canal or reach the James River, we believe that this occurrence does not constitute a reportable oil spill. The information contained in this letter is provided voluntarily to keep the Board informed of occurrences which may be of interest. No apparent adverse environmental impact to state waters wildlife or public property was observed to result from the spill. If you have any questions regarding this matter please contact Mr. W.
