ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer License No. NPF-12 The following violation was identified during an inspection conducted on May 14-16, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.1.a requires procedures conforming to Regulatory Guide 1.33, Revision 2, February 1978, be implemented including administra-tive procedures addressed to responsibilities for safe operation and general plant operating procedures.

Contrary to the above:

a. The requirement of station administrative procedure 200 (item 6.9.7.c) to assure the most recent revision of procedures is used was not followed on:

(1) May 10, 1985, in performing the shutdown margin calculation at 0130 when revision 3 rather than revision 4 of STP-134.001 was used.

(2) May 11, 1985, in performing the estimated critical condition using G0P-Appendix C when a version not incorporating change A to revision 6 was used.

b. The requirements of GOP-Appendix D were not followed cn:

(1) May 11, 1985, when the method of extrapolating to the critical rod position did not follow the requirements of the procedure and resulted in a non-conservative estimate of critical rod position.

(2) May 12, 1985, when the source of data for the inverse count rate ratio calculation was not that specified by procedure.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
