We have reviewed your October 29, 1992, letter which submitted the characterization survey results ter the wet-weather stream. Condition 12 of your license required B&W Fuel Cnmpany (BWFC) to conduct a characterization survey of the wet-weather stream and submit an action plan, based on the survey results, for cleanup of the contaminated soils. Because of the low level of contamination, you have proposed that no action be taken at this time.

Based on our review of the results of your survey, however, we believe that BWFC should take some action at this time on two of the grid blocks. The two grids where we believe BWFC should remove the contaminated soils / sediment are grid blocks B3 and G2. These grids have elevated levels of uranium contamination of 2142 pCi/g and 309 pCi/g. BWFC should take action to remove the contaminated soil from these grids to a level comparable to the other grids. While we do not need an action plan for this activity, please provide-a schedule for completion. Additionally, we request that you submit the final concentrations from these grids. We agree with your assessment that no action need be taken at this time on the remaining sections.

With the submittal of this report, you have satisfied Condition 12 of your license, and the condition will be deleted when we take the next licensing action. You should add the results from the characterization survey to your decommissioning files.
