Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 208 and 74 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed change request will reduce the minimum required reactor coolant system total flow rate by approximately 1.5 percent. The proposed changes will include revisions to Figure 2.1-1, Table 2.2-1, Specification 3.2.5 and Table 3.2-1. For Unit 1 only, the references to two loop operation would be removed from Specification 2.2-1 and Table 3.2-1. Figures 2.1-2 and 2.1-3 would be deleted, and the Bases for Specification 2.2-1 and the Figure Index would be revised to reflect the deletion of Figures 2.1-2 and 2.1-3.

The proposed technical specification changes for Unit No. 1 and Unit No. 2 are presented in Attachments A-1 and A-2, respectively.

The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The typed replacement technical specification pages are presented in Attachments C-1 and C-2, and the UFSAR changes are presented in Attachments D-1 and D-2.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Beaver Valley Unit 1 is scheduled to begin a refueling / steam generator inspection outage on March 26, 1993. There is the potential that the level of steam generator tube plugging will result in a reduced reactor coolant system total flow rate below the current minimum technical specification value. Therefore, we request approval of these proposed technical specification changes prior to startup from this outage which is currently scheduled for completion on May 31, 1993.
