VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SERVICE WATER GROUND WATER SPECIAL REPORT North Anna Technical Specifications Section 6.9.2 requires a Special Report be submitted when groundwater levels specified for the service water reservoir have exceeded the current maximum water level. Special Report, Serial Number 96-561, was previously submitted on December 10, 1996, to document piezometer P-22 l exceeding the maximum water level. On January 15,1997, the groundwater level at piezometer P-22 was again noted to be above the maximum water level by 0.51 feet. '

As indicated in the previous report an engineering evaluation was performed to determine the cause of the high ground water and the influence on the stability of the service water reservoir dike. The increased water level does not indicate a significant reduction of the stability of the service water reservoir dike. We are continuing with the action plan outlined previously. The piezometers along the southeast portion of the dike are being monitored on an increased frequency (quarterly basis) for a year to better determine any trend in the water levels. Additional standpipe piezometers will be installed at the toe of the slope of the dike along the southeast section to provide further information relative to groundwater conditions in the area of the two existing  ;
