Issuance of Amendment No. 46 to Facility Operating License NPF-12 Virgil C. Summer Nuclear Station, Unit No. 1 The Nuclear Regulatory Commission has issued Amendment No. 46 to Facility Operating License NPF-12 for the Virgil C. Summer Nuclear Station, Unit No. I located in Fairfield County, South Carolina. This amendment is in response to

- your 1etters dated March 6 and October 18, 1985.

The amendment modifies Technical Specification 3/4.1.1.2 " Shutdown Margin - ~

Modes 3, 4, and 5" to change the required shutdown margin from at least 2%

for modes 3, 4, and 5 to a mode and reactor coolant system boron concentration dependent shutdown margin variable from at least 1% to at least 3.98%. The amendment is effective as of its date of issuance.

A copy of the related safety evaluation supporting Amendment No.46 to Facility Operating License NPF-12 is enclosed.

Notice of issuance will be included in the Commission's next bi-monthly Federal Register notice. .
