COMPLETION OF LICENSING ACTIVITY FOR GENERIC LETTER 96 VIRGIL C. SUMMER NUCLEAR STATION (TAC NO. M97106)

Dear Mr. Taylor-The U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 96-05, " Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves," on September 18,1996. The GL requested licensees to establish a program, or ensure the effectiveness of their current program, to periodically verify that safety-related motor-operated valves (MOVs) continue to be capable of performing their safety functions within the current facility licensing basis.

Your November 7,1996, March 13,1997, and April 2,1998, letters responded to the GL 96-05 1

recommendations, and described your long-term MOV periodic verification program for the V. C.

Summer Nuclear Station (VCSNS). On October 8,1998, you provided additional information in response to our request. We inspected the VCSNS facility during October 19 to 21,1998, to determine if your MOV program was consistent with your GL 96-05 commitments and satisfied GL 96-05 recommendations. We documented the inspection results in our December 21,1998, inspection Report No. 395/98-09. Your November 2,1998, letter indicated that you agree to meet or exceed the Joint Owners Group (JOG) program as described in Topical Report MPR-1807 (Revision 2, dated July 1997). You also stated that you would justify, and notify us, of any significant deviations from the JOG program in accordance with existing plant procedures and Nuclear Energy Institute guidance for commitment reduction.

We reviewed your submittals and our inspection results, and find that you are adequately addressing the GL 96-05 requested actions, and have an acceptable program to periodically verify safety-related MOV design-basis capability at VCSNS. Therefore, TAC No. M97106 is 9(O\\
