SAFETY EVALUATION FOR NATURAL CIRCULATION C00LDOWN OF THE VIRGILC.SUMMERNUCLEARSTATION(TAC 64821)
License Condition 4 of the V. C. Sumer License NPF.12 required that South Carolina Electric & Gas (SCE&G) conduct a post fuel. loading initial test rogram set forth in Chapter 14 of the Sumer Final Safety Analysis Report p(FSAR), as amended through Amendment 33.
In Table 14.1 65a, " Augmented Low. Power Test", of the FSAR objective 1.6 indicates that the licensee demonstrate boron mixing and reactor coolant system cooldown using natural circulation.
It was indicated that credit for this obj v:.ive could be taken utilizing testing completed on a similar plant. Your January 26, 1990 submittal, as supplemented March 9, 1990, utilized a general comparison between the Sumer Station and the results of the demanstration at Diablo Canyon Unit I to show that this objective was met.
Our Safety Evaluation (SE) regarding the capability of the Virgil C. Sumer plant to meet the requirements of Reactor Systems Branch Technical Position 5 1 (RSB BTP 5 1) with respect to natural circulation cooldown is enclosed.
In performing our evaluation we have identified and ovaluated the plant parameters that may affect application of the Diablo Canyon natural circulation test results to Sumer. On the basis of your submittals, and our evaluation of those submittals, we conclude that you have demonstrated that the Diablo Canyon natural circulation tests are applicable to Sumer; and therefore, that the Sumer design meets BTP RSB 51.
