ENFORCEMENT CONFERENCE SUMMARY

Docket No.: 50-395.

Subject: Assumption of licensed operator duties by an unqualified operator

Art Enforcement Conference was held at the Region II Office on July 28, 1989,

to discuss the assumption of the operator-at-the-controls watch by an

unqualified person.

l

Licensee representatives discussed the sequence of events surrounding a licensed

operator's failure of a requalification examination and who subsequently stood

watch. 'The licensee also described corrective actions which were taken to

prevent a recurrence of a similar event.

The licensee committed;to review how licensed operators assume a watch in the

control room and how mid-shift turnover is. accomplished (e.g., due to

illness). Additionally, commitments were made by the licensee to review the

process for physical disqualification and to provide additional' training on

'10 CFR 55.26, " Incapacitation because of disability or illness."
