D'ocket No. 50-395 Mr. John L. Skolds Vice President, Nuclear Operations South Carolina Elec+.ric & Gas Company P.O. Box 88 Jenkinsville, South Carolina 29065
Dear Mr. Skolds:
SUBJECT:
SCHEDULE EXTENSION FOR THE IMPLEMENTATION OF GENERIC LETTER 89 10. " SAFETY.RELATED MOTOR OPERATED YALVE (MOV)
TESTING AND SURVEILLANCE". V. C. SUMMER NUCLEAR STATION, UNIT NO. 1 (TAC NO. 75723)
In your December 22, 1989, response to Generic Letter 89-10 " Safety.Related Motor Operated Valve (MOV) Testing and Surveillance," you committed to the schedule and recommendations of the Generic Letter and stated that design-basis differential pressure testing would be scheduled to begin during Refueling Outage 5 which began in March 1990. The staff acknowledged that commitment in I
a letter dated June 11, 1990. However, because of schedular constraints South Carolina Electric & Gas Company (SCE&G) did not begin the )ressure testing.
Therefore, in a September 28, 1990, letter you requested t1at the V. C. Summer Nuclear Station, Unit No.1, be issued an extension of five months for implementation of the actions required by the Generic Letter.
The basis for your request was the fact that the EPRI work in support of the industry effort on MOVs would last at least four years.
In addition SCE&G indicated that the implementation of the actions of the Generic Letter would require extensive in-situ testing under design basis conditions. Based upon your past experience testing valves. SCE&G felt that an extension of the implementation of the time frame for Generic Letter 89-10 through' the 8th Refueling Outage would be in order.
This extension would be approximately five months.
l The staff has reviewed your request and has detemined that such an extension i
is appropriate.
Please continue to keep the staff advised as actions are completed for this Generic Letter.
Sincerely, I
W i
