RESPONSE TO NRC BULLETIN 88-04 FOR THE V.C. SUMMER NUCLEAR STATION,UNITNO.1(TAC 69978)

On May 5,1988, the NRC staff issued NRC Bulletin 88-04, " Potential Safety-Related l Pump Loss." The bulletin requested the evaluation of all safety-related pumps for 1) pump-to-pump interaction during miniflow operation that could result in I

dead-heading'of one or more of the pumps and 2) the adequacy of the minimum flow bypass lines with respect to damage resulting from operation and testing ,

in the minimum flow mode. The bulletin also requested that within 60 days of ,

receipt of the bulletin that the licensees ptovide a written response that (a) summarizes the problems and the systems affected, b) identifies the short-term and long-term modifications to plant operating procedures or hardware that have been or are being implemented to ensure safe plant operations, (c) identifies an appropriate schedule for long-term resolution of this and/or other  :

significant problems that are identified as a result of this bulletin, and (d) '

provides ,iustification for continued operation particularly with regard to General Regulations Desig{n 10 CFR Criterion Part 50),35 of Appendix

" Emergency A to Core Title 10 Cooling" of10 and theCFRCode of Federal 50.46, *

" Acceptance Criteria for Em(<rgency Core Cooling Systems for Light Water Nuclear Power Reactors." Additionally, the staff requested that within 30 days of completion of the long-term resolution actions, that licensees provide a written response describing the actions taken. -

By letters dated December 20, 1988 and August 22, 1990, you responded to Bulletin 88-04. Your response provided the information requested in a, b, c, )

and d above. Your response also described the long term resolution actions and identified a completion date of the fifth refueling outage scheduled for 1990 for those actions. This fulfills your requirement in responding to Bulletin 88-04.
