SERVICE WATER POND DAM SAFETY INSPECTION - REQUEST FOR PROPOSED ALTERNATIVES FOR VIRGIL C. SUMMER NUCLEAR STATION

Dear Mr. Taylor:

On February 27,1997, the Nuclear Regulatory Commission conducted a Category 1 Service Water Pond (SWP) Dam inspection at the Virgil C. Summer Nuclear Station. On i August 28,1998, South Carolina Electric & Gas Company (SCE&G) responded to our dam I safety audit report. Yea responded positively to five audit items. However, you preferred not to conduct lead-line surveys on the discharge channel, or along the SWP pumphouse discharge pipe alignment. Please propose attematives to confirm that these structures are free from gross erosion or other effects that could impair their stability. For example, you might consider using a commercially available surface-operated depth finder, or other attemative, We realize that riprap surface edge irregularity, dredging, and other conditions will be reflected in any embankment measurement made below the water line.

Please respond in writing within 180 days of the date of this letter indicating what actions you intend to take regarding these improvements. I discussed this request with April Rice on November 25,1998, to establish this mutually agreeable target date. Please contact me at (301) 415-1423 if you need to revise the target date, or if you have any questions.
