Docket No. 50-395 DISTRIBUTION l 3ee next page Mr. O. S. Bradham Vice President, Nuclear Operations South Carolina Electric & Gas -

Company Virgil C. Summer Nuclear Station P. O. Box 88 (Mail Code 601)

Jenkinsville, South Carolina 29065

Dear Mr. Bradham:

SUBJECT:

SAFETY EVALUATION FOR GENERIC LETTER 83-28, ITEM 4.5.3, REACTOR TRIP RELIABILITY - ON-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEM - V. C. SUhMER NUCLEAR STATION, UNIT NO. 1 (SUMMER Statien) (TAC h0. 54030)

Generic Letter 83-28, Item 4.5.3, required confirmation from all licensees and applicants that en-line functional testing of the reactor trip system, including independent testing of the diverse trip feature, was being performed.

By letter dated Noverr.ber 4,1983, you submitted responses to Generic Letter 83-28, Item 4.5.3. Therein you indicated your endorsement of the Westinghouse Owners' Group's Report WCAP-10271 and Supplement I to WCAP-10271, as being applicable to V. C. Summer Nuclear Station. The NRC staff, with the assistance of our contractor, Idaho National Engineering Laboratory, has reviewed your response and the Westinghouse Owners Group's report. We conclude that the existing intervals for on-line functional testing at the Summer Station are consistent with achieving high reactor trip system availability.

The enclosed Safety Evaluation and contractor's report (EGG-NTA 8341) provide the details and basis for our conclusion. Therefore, we consider Generic 3 Letter 83-28, Item 4.5.3 to be complete.

This completes all staff activities related to TAC No. 54030.

Sincerely,  !
