APPROVAL TO USE ASME CODE CASE N-498-1 FOR PERIODIC l HYDROSTATIC TESTING OF ASME CLASS 3 PIPING AT V.C. SUMMER l NUCLEAR STATION (TAC NO. MA3467)

Dear Mr. Taylor:

South Carolina Electric and Gas Company's July 1,1998, letter submitted a relief request seeking approval to use the altemative rules of ASME Code Case N-498-1 for Class 1, 2, or 3 systems. We determined that the alternative rules of ASME Section XI Code Case N-498-1, in lieu of 10-year hydrostatic testing of Class 1, 2, and 3 systems, provide an acceptable level of quality and safety. Therefore, pursuantic 10 Cl R 50.55a(a)(3)(i), the proposed attemative for the V. C. Summer Nuclear Station is authorized for the duration of your currently approved inservice inspection program plan, e-"atil the Code Case is approved for general use by reference in Regulatory Guide 1.147. At that time, SCE&G must follow the conditions, if any, specified in the Regulatory Guide. The enclosed Safety Evaluation contains our evaluation of your relief request.
