Northem States Power Company Monticello Nuclear Generating Plant 2007 West Hwy 75 Monticello, Minnesota 55362-9637 July 26,1996 CFR Part 50 Section 50.90 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 Ucense No. DPR-22 License Amendment Request Dated July 26,1996 Sucoortina the Monticello Nuclear Generatina Plant Power Rerate Proaram Attached is a request for a change to Operating Ucense DPR-22, Docket No. 50-263, for the Monticello Nuclear Generating Plant (MNGP) and changes to the MNGP Technical Specifications, Appendix A of the Operating Ucense. This request is submitted in accordance with the provisions of 10CFR50.90.

The requested amendment proposes an increase in the MNGP Operating Ucense maximum power level from 1670 megawatts thermal to 1775 megawatts thermal, as well as supporting changes to the MNGP Technical Specifications. This change reflects an increase of 6.3% above the currently licensed power level of 1670 megawatts thermal. The proposed action supports the MNGP project commonly referred to as Power Rerate.  !

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, a Safety Evaluation, a Determination of Significant Hazards Consideration, and an Environmental Evaluation Summary. Exhibit A contains information supporting the determination that the proposed changes do not involve a Significant Hazards Consideration.

Exhibit B contains the current affected Operating Ucense and Technical Specification pages marked up with the proposed changes. Exhibit C contains revised MNGP Operating Ucense and Technical Specification pages. Exhibit D provides a summary of hardware and non- i hardware changes proposed for the Monticello facility to support implementation of the MNGP l Power Rerate program.

Exhibit E, NEDC-32546P, " Power Rerate Safety Analysis Report for Monticello Nuclear Generating Plant," July 1996, contains the safety analysis prepared by General Electric (GE) l and MNGP to support this license amendment request. The analyses and evaluations supporting these changes were completed using the guidelines in GE Topical Report NEDC-32424P, " Generic Guidelines for General Electric Boiling Water Reactor Extended Power i Uprate," February 1995. Extended Power Uprate program and 10 CFR Part 51, Section 51.41; Exhibit F, "MNGP Power Rerate Environmental Evaluation," provides the NRC additional information concerning the environmental effects of MNGP Power Rerate. The information provided in Exhibit F l demonstrates that the proposed action has no individual or cumulative adverse effect on the J humsn environment. This information is provided to aid the Commission in complying with i section 102(2) of the National Environmental Policy Act (NEPA). j 1

Exhibit G. NEDC-32514P,"Monticello SAFER /GESTR-LOCA Loss-of-Coolant Accident Analysis," reports the results of the MNGP specific analysis performed by GE using the SAFER /GESTR-LOCA methodology which demonstrates conformance with the Emergency i Core Cooling System (ECCS) acceptance criteria of 10CFR50.46.

Exhibits E and G contain information proprietary to GE. GE requests that the documents be withheld from public disclosure in accordance with 10CFR2.790(a)(4). An affidavit supporting this request in accordance with 10CFR2.790(b)(1) is provided with Exhibits E and G.

Exhibit A of this submittal proposes changes to licensing obligations contained in the Operating License and plant Technical Specifications. Exhibit D of this submittal provides a summary of hardware and non-hardware changes for implementation of the Power Rerate i program. These items are outputs of the Power Rerate evaluations to maintain existing requirements and are not considered commitments to the NRC.

We request that the NRC Staff complete their review of this proposed licensing action by December 1,1997 and, if approved, the NRC make the amendment effective January 15, 1998.
