MONTICELID NUCLEAR GENERATING PIANT Docket No. 50-263 License No. DPR-22 Replacement of Spent Fuel Pool Storage Rocks Attached is a report entitled, " Design Repor' and Safety Evaluation for Replacement of Spent Fuel Pool Storage Racks, August, 1977". This report describes a project to increase the fuel storage capacity.of the Monticello spent fuel storage pool by replacing the existing fuel storage racks with racks containing neutron absorbing material. The storage expansion design is being finalized and limited fabrication of the racks has connenced.

Construction activities at the site are scheduled to cocnence in April, 1978.

'Ihe new rack installation has no features that difier significantly from fuci storage expansions that are underway, or have been completed, at i

other nuclear facilities. Our evaluation concludes that there are no un-reviewed safety questions or significant environmental impacts involved in the described rack replacement program. No changes to the Technical Specifications or Operating License are required. Prior NRC approval does not appear to be required pursuant to 10 CFR Part 50.59. We are, l however, submitting this document for your information. Should you I

determine that NRC approval is required, or if you need additional infor-mation, please advise us so that we can reflect these needs in our design and construction schedules to assure meeting project completion deadlines.
