I attended a meeting at the NRC^ offices in 7735 cetn Rd bethesda in am 65.0 ,so 6-29-82. The enclusions that I reach from observing at that meeting is that starting up the reactor with tubing-repaired by explosive expansion -

would increase the likelihood of tubing rupture'. The tubing rupture,.

could then cause transients that would cause PIS type transients.

I bype that you will look into this problem as I no longer have the SERVE 0 JIJL21 .

iinux time or money to pursue my intervention at TMI#1 Restart. '

. . )ty. lusions are that the

~ 1. bing exp sion is a complete boondoggle. The inplace tubing will be expanded to provide anochanical oesi against the tubesheet. There is no

' expandable insert. 'ItLis is strictly a mw i =1 seal.

2. 'Eba representative from Fontar Wheeler admitted that if the temperat&re ,

difference between the tubeeheet and the tubing goes to several M M degrees  !

the WM=1 integrity of the mechanical seal may be lost.

3. K ca ued Shon ey of UCS and he and I assee that in some transients the difference in temperature can go above several hundred degrees between tubenheet and tubing.

Eit gage su6 gents that this type of difference may be possible in Ginns style  !

i transients.

4.This fix would allow the plant to start'up so that it could get back in the l zatel base. Afterward the operators would be ulking the same tightrope with ,

cteam generator integrity as they muld be with PTS, Any large transient l that; could conceiveably causeadifferenceinthapuraturebegwgentubingand t tubekheet in the hundreas of degrees woula destroy the use2x confidence in the ce taktix tubing integrity. .
