DOCKET NOS. 50-266 AND 50-301 HYDRAULIC SNUBBER SURVEILLANCE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In a letter dated January 15, 1982, Wisconsin Electric Power Company, licensee for the Point Beach Nuclear Plant, Units 1 and 2, submitted revisions to Technical Specification Change Request No. 70 for hydraulic snubber surveil-lance. In response to the Nuclear Regulatory Commission's request, we had proposed quantitative acceptance criteria for functional testing of safety related hydraulic snubbers. We had also requested additional time to evaluate information regarding suitable snubber test equipment before we committed to a date to begin performing quantitative snubber testing.

We have been advised by snubber test equipment vendors that delivery time on a snubber test rig suitable for testing of the Point Beach safety-related hydraulic snubbers would be eighteen to twenty weeks. Although we are also investigating leasing test equipment for these functional tests, we are presently proceeding with plans to obtain the necessary testing rig. This test equipment, or suitable alternate provisions for testing, will be available in time to begin quantitative functional testing of safety-related bydraulic snubbers during the fall 1982 refueling outage of Point Beach Unit 1. This procurement lead time will be sufficient to permit licensee's staff to develop the necessary procedure revisions so that snubber quantitative testing can be accommodated.

During the spring 1982 Point Beach Unit 2 refueling outage, which is scheduled to commence on April 16, 1982, we shall functionally test safety-related hydraulic snubbers, as we have in the past, in accordance with our present
