NRC Memorandum, " Meeting With Nuclear Fuel Services, Inc.

(NFS) on Effect of Tornado on Dormant Plant at West Valley, New York " December .9,1979

Dear Sir:

At a meeting on December 10, 1979, members of the Advanced Fuel and Spent Fuel Licensing Branch requested that NFS provide some additional protection against a potential tornado at the reprocessing plant in West Valley, New York. Specifically, manipulator sleeve ports and other simi-lar openings were to be sealed. This letter confirms that such openings were sealed on January 3,1980 in accordance with the attachment.

.. Since a force of 51 lbs is exerted on each bolt due to the differential pressure between the cell and operating aisle and that the maximum allowable l force that could be, exerted on each bolt and not crush the plywood is 149 lbs,  !

the above design is satisfactory.

The plywood is capable of withstanding a concentrated load of 313 lbs. The total uniformly distributed load over the plyuood is only 102 lbs. Therefore, he plyunod will not bend and break the RTV seal.
