Dear Mr. Burnett:

This is in response to your letter of July 15, 1980 regarding the Vulnerability Assessment Report for the West Valley facility dated March 1980 The implementation of the recommendations as discussed and agreed upon between NFS and member of the NRC licensing staff during the meeting of May 28, 1980 can be completed by September 30, 1980.

Reflected in our enclosure is an outline of measures already initiated and those that are contemplated. We believe these should satisfy the recommendations as discussed.

We understand our enclosure is 10CFR 2.790(d) information and will not be placed in the Public Document Room.
