Dear Mr. Hurt On September 1, 1989 the Department of Energy (DOE) issued the first

Environmental Restoration and Waste Management Five-Year Plan.
The Plan serves as a base policy and strategy document designed to achieve full compliance at all DOE nuclear facilities with laws, regulations and agreements aimed at protecting human health and
- safety, r
Each DOE nuclear facility currently is preparing Site Specific Plans l
'#for implementation of the DOE Environment'al Restoration and Waste l
Management Plan to effect achievement of its objectives.
Both the Department-wide Five-Year Plan and the site specific Plans will be i
updated annually with the participation and review of federal and 9
l state agencies and the public.
The West Valley Demonstration Project has drafted its Site Specific
[
Plan for the period 1991-1995.
We invite you to participate in the planning process by reviewing the enclosed draft plan, and providing comments to this office by November 24, 1989.
The comment period for this first Site Specific' Plan is necessarily i
short to meet the aggressive schedule set by Secretary Watkins.
The West Valley Demonstration Project Site Specific Plan will be finalized in January 1990, at which time we will begin the process of

preparing the 1992-1996 plan.
To the extent possible, comments received by November 24, 1989 will be addressed in the FY1991 - 1995 plan.
Comments received after November 24, 1980 will be addressed in the 1992 - 1996 plan.
