Dear Mr. Grier:

In response to your IE Bulletin No. 85-15, we have determined by direct inspection with a representative of the Iroquois Telephone Company that the Emergency Notification System (ENS) telephone at our West Valley plant is supplied with power by the telephone company and does not receive any 120V AC from the plant power supply (confirming enclosure 1,Bulletin 85-15), and therefore does not require an on-site auxiliary power supply.

At our next scheduled power outage and test of the emergency diesel generator (EDG), we will conduct a test of the ENS to verify that it is independent of on-site power. This test will be conducted within the next thirty days.

Very tquly,yours, p: c ( L & x, J. P. Duckworth General Manager JPD: bon cc: NRC Office of Inspection & Enforcement Washington, DC 20555 NRC Document Management Branch Washington, DC 20535 R. W. Deuster, NFS/Rockville 8007210 o <Ag
