Operational Readiness Review of West Valley High-Level Waste Sludge Wash Phase II IRTS Operations

Dear Sir:

Enclosed is a copy of the Operational Readiness Review (ORR) Plan for resumption of IRTS Operations for Sludge Wash. In accordance with our earlier discussions this letter is an invitation for you or your representatives to participate in the ORR activities as NRC

" observers." I have appointed an ORR Board with Steve Ketola as Chairman. We have two members from the Idaho operations staff supporting the review, and two members from NYSERDA. We will be following the WVNS schedule (attached to the plan) of presentations throughout the month of February and expect to have a week long Board meeting beginning March 9, 1992.

I have invited several DOE observers to attend meetings, receive documents, etc. Appendix A of the plan lists the board members and some observers, others may visit us as time permits. I have designated March 19, 1992, for a comprehensive overview and summary of the results of the readiness review preparations undertaken for our Phase II activities. I would encourage you to join us for this meeting since it would be the best time for you to see the total

" picture" of Phase II operations and readiness. Of course you are welcome to attend any of the interim discussions / meetings shown on the schedules if you are interested.
