Dear Mr. Comfort In July of this year I invited you to " observe" tho oporational Readiness Review activities associated with the recumption of high-level radioactive wasto (HLW) processing here at West Valley ,

in early September. We originally planned te have a " joint" meeting with the readiness review teams, both the independant DOE team and the contractor's. _Howevor, circumstancos have changed somewhat. For a variety of reasons, our operating contractor has significantly-modiflod the aptroach to readiness preparation as compared to the original plan. As a result, this memorandum is a renewal of my invitation to you to again join us for a " review" but with a different scope as explained further below. A special

" observers" interface meeting on October 3, 1991 is planned wherein the Readiness Review teams will describe both the process and results of their respectivo efforts.

The sludge' wash process for the second phase of HLW treatment consists of a series of operational stops which are essentially

" disconnected" from each other by both process flow and time.

Sludge wash is a unit operation which consists of caustic addition and sludge mixing of the HLW tank identified as BD-2.

It can occur in complete isolation from the ion exchango process and all subsequent process stops leading to protreatment of the HLW and cement solidification of the low-level waste fraction.

Once started, sludge mixing continues-for several wooks - during which timo readiness preparation for the follow-on sludge wash treatment operations can occur. Because those discreto operational steps exist, it was possible to separate the sludge wash readinoss-preparations into two " phases". The first being sludge mobilization and washing; the second being lon exchange and separation of the high level and low level fractions. '

  • The current ORR Plan, of whien you have a copy, is amended as follows: A two stop readiness review will be conducted. Phaso I will be a review of the now subsystems or equipment added to IRTS i nonded to accomplish only the sludge wash and mobilization.  !

Phaso II will be focused on the readiness of the existing IRTS subsystems to bo_used for lon exchange and separation of wasto streams. The Phaco I ORR will continue to pursue an aggressive schedule whoroin " wash" operations only, are intended to commenco October 28, 1991. Phase II will culminato in the December 1991 timoframe.

Because Phase II readinous is focused on existing subsystems, the level of readiness review will consist of a " readiness assessment" approved and conducted under the direction of the DOE-ID Assistant Manager for Environmental Rostoration snd Wasto ,

Management. The current ORR Doard will havo fulfilled its j chartor upon completion of Phaso I activitics. 1 Attachment A is the original ORR "troo", attachment B reflects the two phano "scopo" and shows that some olomonts of process control technology (ph chemistry, and titanated zoolito) will bo ,

reviewed during Phase I. The reason for this is that if the technology is not "right", there is no senso in continuing the hardware preparations. The DOE ORR Checklist has boon revised to conform to this plan. The DOE ORR team is scheduled to moot the wook of September 23_with the goal of completing the review of Phano I.

Attachment C is tho' latest DOE ORRD schedule. Please note that the " observers mooting" has boon planned for October 3,_1991.

Representativos from Offico of Environmental Rostoration and Waste Management, Office of Nuclear Safety, Assistant Socrotary for Environment, Safety and llcalth, and the Nuclear Regulatory Commission are expected to overview the readiness preparation and

-indopondent evaluations made by DOE-ID ORR team while preparing the recommendation to resume operations. Attachment D is a copy of the latest Operating Contractor plan for reviewing Phase I activities through September 27, 1991. Some activitics may be of interest to your. Attachment 1 to Reference 1 reflected the items selected, dates and method of review by the VVSS ORR3. Attachment 2 to Reference 1 identified the required presentations, what is expected to be covered, who has the responsibility to cover it and the date, time and location of the presentation. Some of the information in both attachments to Reference 1 has changed since it was issued.

Please replace Attachments 1 and 2 in Reference 1 with Attachment 1 and 2 to this letter.
