Dear Mr. Smith:
This will acknowledge and respond to your letter of February 7,1980 (received February 13,1980) regarding Inspection 50-201/80-01 conducted by Mr. J. Roth on January 8-11, 1980 of License No. CSF-1 activities.
Your inspection indicated two infractions which are discussed in the enclosure to this letter.
We believe the corrective actions specified in the enclosure will prevent recurrence.

EftCLOSURE - J. P. Duckworth to Nuclear Regulatory Comission, Region I, March 3, 1980 NFS RESPONSE TO USNRC REGION I LETTER TO NFS February 7,1980 INSPECTION NO. 50-201/80-01 NRC ITEM A.
Technical Specification 7.1.4 states, in part, that detailed written procedures shall be provided for operation of the plant.
In addition, procedures for radiation protection shall be provided.
Section 2.0
" Standards" of the Health and Safety Manual, developed pursuant to Technical Specification 7.1.4, in paragraph 2.1, defines contamination zones. The posting requirements for contamination zones is given in Table 2.1 " Surface Contamination".
Table 2.1 recuires that an area having levels of smearable surface contamination between 50 and 500 dpm alpha /100 cm2 and/or 500 and 50,000 dpm beta /100 cm2 shall be posted with a Caution - Contaminated Zone 3 sign.
10 CFR 20.203(b) states that each radiation area shall be conspicuously posted with a sign or signs bearing the radiation symbol and the words Caution - Radiation Area.
Contrary to the above, on January 8,1980, the entrance to the " Hardstand" storage area located outside and north of the plant was not conspicuously posted with a sign bearing the radiation symbol and the words Caution -
Radiation Area.
The entrance was also not posted with a Caution -
Contaminated Zone 3 sien.
Areas of the " Hardstand" were disclosed to be

contaminated to levels of 90 dpm alpha /100 cm2 and/or up to levels of 13,680 dpm beta /100 cm2 by radiological surveys conducted on December 12, 1979 In addition, radiation areas on the " Hardstand" emitted radiation

NFS RESPONSE I
Imediate corrective: action was taken by replacing the former sipns that had blown off the barrier rope with sions " Caution - Radiation Area" and
" Caution - Contaminated Zone 3" firmly affixed by metal fasteners to a metal stake driven into the apron of the entrance way to the " Hardstand." This completed action was stated to the inspector in a memo dated January 9, 1980. No further corrective steps are recuired.
NRC ITEM B.
10 CFR 50, Appendix B, Criterion VII states, in part, that " measures shall be established to assure that purchased material... conform to procurement requirements." The NFS " Operations Manual for Quality Assurance" developed pursuant to 10 CFR 50.34(b)(6)(fi) and 10 CFR 50, Appendix B, reouires in paragraph 1.1.2 " Organization" that the Quality Assurance Supervisor verify the conformance of materials, items or systems with the specifications, material certifications...on safety related items.
Specifications for purchasino HEPA filters attached to purchase o.rder number WVd6149 dated September 25, 1979, recuired the manufacturer to certify in writing that filters comply with the latest issue of Military Saecification F-51068.
Contrary to the above, as of January 10, 1980, the Quality Assurance Supervisor had not verified the conformance of HEPA filters, received on or about October 10, 1979, with the purchase documents in that manufacturer had not included a certification in writing, with the shipment, that the filters comply with the latest issue of Military Specification F-51068.
NFS RESPONSE The documents for the HEPA filters received on 10/10/79 were reviewed and approved in the usual manner.
Between that time and the NRC inspection, the manufacturer's certification fcr compliance with the latest issue of the Military Specification must have been misplaced.
When this was discovered, the vendor was immediately called and mailed out a new certi-fication which is now on file.
The filters in cuestion were stored in the warehouse and were quarantined pending receipt of the missing certification.
To prevent recurrence, in the future a duplicate set of filter certifications will be kept on file in the Quality Assurance Supervisor's office.
