West Valley Waste Form Qualification Program for Cement Solidification of Sludge Wash Waste Liquid I

Dear Sir. i Enclosed for your information and camment are copies of documentation supporting the latest West Valley cement waste form qualification and sludge wash processing programs.

The Waste Form Interim Qualification Report (Enclosure 1) and Process Control Plan (PCP-002) (Enclosure 2) are now approved, Both support our plans to proceed with production of a tightly controlled 20 percent TDS cement waste form for washed sludge liquids in Tank 8D2.

The Interim Qualification Report has been updated with the latest data and incorporates NRC comments from our May 6, 1992 meeting, The PCP, now approved, is integrated with the Sludge Wash SOPS (stc.ndard operating procedures) which allows us to proceed with process operations.

Per your request, Enclosure 3 is a technical paper discussing the long term

" surveillance program" underway since 1988 on the cement waste form used in the Supernatant Treatment campaigns. This may be sufficient for your information needs, however, if not please call me to discuss other arrangements.
