Dear Mr. Smith:
This will acknowledge and respond to your letter of March 4,1981 (received March 9, 1981) regarding Inspection No. 50-201/81-01 conducted by Mr. Roth on January 12-15, 1981, of License No. CSF-1 activities.
Your inspection indicated one violation Severity Level VI which is discussed in the enclosure to this letter.
We believe the corrective action specified in the er. closure will prevent recurrence.

ENCLOSURE - J. P. Duckworth to US Nuclear Regulatory Commission, Region 1, March 27,1981 NFS RESPONSE TO USNRC REGION 1 LF.TTER TO hFS MARCH 4, 1981 INSPECTION NO. 50-201/81-01 NRC ITEM Technical Specification 7.1.4 states, in part, that detailed written procedures shall be provided for operation of the plant.
In addition, procedures for radiation protection shall be provided.
Section 8.0 of the facility Health and Safety Procedures Manual developed pursuant to Technical Specification 7.1.4 in paragraph 5.2.a states, in part, "Obtain the required information to fill out the Conditional Release form. The information required is discussed below..."
This information included, but was not limited to principal isotope, activity, transport group, material form, and type of label applied.
Contrary to the above, on December 29 and 30, 1980, Conditional Release Forms prepared for the shipment of the NFS-4B and NFS-4A casks, respectively, were not completed to record the information stated above as required.
NFS RESPONSE The corrective step (taken was the issuance of a memorandum to Health andTra Safety Specialists
Subject:
1981. The memorandum negates the further use of Subsection 5.2, " Conditional Releases," of Section 8 of the Health and Safety Procedures Manual.
Instead, the memorandum instructs (1) that all requests for " Conditional Releases" be brought to the attention of the Health and Safety Manager for evaluation, and (2) that should NFS shipping be required prior to reissuance of a revised transportation section of the Health and Safety Procedures Manual, a special case-by-case shipment review will be made by the engineer in charge of transportation and the Health and Safety Manager to assure full compliance for each shipment.
Because NFS transportation activities have been so greatly reduced during the period of suspended operations, any transportation activities can now be handled as noted above.
These specified actions provide a higher level of management review to assure that any future shipping requirements will be in full compliance.
Further corrective steps are deemed unnecessary to avoid further violations.
With this action, full compliance has been achieved.
