Dear Mr. Smith:

This will acknowledge and respond to your letter of April 23, 1980 (received April 25,1980) regarding Inspection No. 50-201/80-03 conducted by Mr. P. Clemons on March 26-28, 1980 of License No.

CSF-1 activities. Your inspection indicated one infraction which is discussed in the enclosure to this letter.

We believe the corrective action specified in the enclosure will prevent recurrence.

Enclosure - J. P. Duckworth to Nuclear Regulatory Commission Region 1 May 15, 1980 NFS Response to USNRC Region 1 Letter to NFS April 23, 1980 Inspection No. 50-201/80-03 NRC ITEM A. Technical Specification 7.1.4 states, " Detailed written procedures. run sheets, letters of authorization and extended work procedures shall be provided for operation of the plant. In addition, procedures for handling abnormal operating conditions and for radiation protection shall be provided." Item 4.2.c of Section 4, Personnel Monitorina, of the Health and Safety Manual, developed pursuant to the above states, "Whole body counts are taken on all radiation workers prior to employment, annually thereafter...to verify no significant quantities of fission products are internally deposited."

Contrary to the above, three employees were not subjected to whole body counts during 1979, NFS RESPONSE NFS did not consider the three employees as' radiation workers subject to annual whole body counts since by record they were not subjected to signi-ficant occupational exposures; however, in order to comply with the citation, the three individuals have been scheduled for whole body counting as the immediate corrective step.

Further corrective action to prevent recurrence will be to clarify by.-

definition in the Health and Safety Manual what constitutes a radiation worker.

The corrective actions will be completed by June 30, 1980.
