UNITS 1 AND 2 l By letter dated August 1, 1989, Wisconsin Electric Power Company l (Licensee) submitted a modification to Technical Specification l Change Request 120 which had been previously submitted on i December 30, 1987. Those submittals propousd various changes to l Technical Specification Section 15.6, " Administrative Controls,"

to document changes to the staff organization and to remove the organization charts.

Item 9 of the August 1, 1989 letter proposed changes to Off-Site Review Committee (OSRC) reporting requirements to accommodate changes in the Wisconsin Electric power Company (WE) corporate organization. WE has recently undergone further corporato restructuring such that the OSRC again reports to the President.

Since the Technical Specifications currently state that the OSRC reports to the President, the changes proposed in Item 9 are no longer required.

Accordingly, we hereby withdraw the changes to Technical Specifications 15.6.5.2.2, 15.6.5.2.8, 15.6.5.2.9, and 15.6.5.2.10, as proposed in Item 9 of our August 1, 1989 letter.

We have not included revised specification pages, since Pages 15.6.5-4, 15-6.5-6, and 15.6.5-7, as found in the current Technical Specifications, will not change. In addition, since this is a withdrawal of one item of a proposed change request and the effective Technical Specifications will not change, no NRC 9004110093 900329 PDR ADOCK 0S000266 P FDC 00
