Dear Mr. Denton:

In a recent telephone conversation with members of your staff, a question was raised with regard to the referenced letter. The referenced letter was intended to clarify the fact that not all Emergency Operating Procedures and Abnormal Operating Procedures would be performed entirely from the Control Room. We now understand that this Safety Evaluation Report passage was written with regard to the availability of plant emergency lighting following a Design Basis Earthquake sufficient to achieve and maintain the plant in a safe shutdown condition.

We hope this intended clarification has not inconvenienced any of your staff.
