Re: SURRY POWER STATION - OIL SPILL This letter serves to confirm the recent oil spill at Surry Power Station which was previously reported to the staff of the Virginia Water Control Board on June 9, 1988.

On June 9 at approximately 6:30 p.m., station security personnel reported an

• oil sheen (approximately 20' x 20') in the station discharge canal. Upon investigation it was determined that heavy rainfall had caused approximately 5-10 gallons of oil to overflow a temporary drip pan installed under a leaking air compressor. This oil then escaped through a storm drain to the discharge canal.

The spill was contained by placing an absorbent boom in the area around the storm drain's exit to the discharge canal. Sorbent pads were then used to remove the oil which collected within this boom and to cleanup the drip pan and surrounding area.

Since the cooling water discharge canal is a concrete lined conveyance, designated as waste stream outfall 001 in our NPDES permit VA0004090, it does not constitute state or navigable waters. Since oil was not observed to leave the concrete lined portion of the canal or reach the James River, we believe that this occurrence does not constitute a reportable oil spill. The information contained in this letter is provided voluntarily to keep the Board informed of occurrences which may be of interest.
