SUMMARY

OF MARCH 28, 2019, PUBLIC MEETING WITH XCEL ENERGY TO DISCUSS SEISMIC CONSIDERATIONS FOR A PROPOSED LICENSE AMENDMENT INCREASING THE AMOUNT OF SPECIAL NUCLEAR MATERIAL AUTHORIZED FOR STORAGE AT THE PRAIRIE ISLAND INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Background

A public meeting was held on March 28, 2019, via teleconference, at the request of Northern States Power Company, a Minnesota corporation (NSPM), d/b/a Xcel Energy to discuss seismic considerations for a license amendment request to increase the amount of special nuclear material authorized for storage at the Prairie Island Independent Spent Fuel Storage Installation (ISFSI). The meeting was noticed on March 11, 2019. The meeting agenda is provided as . The list of attendees is provided as Enclosure 2. Presentation slides were not used during the meeting.

Discussion NRC staff stated that construction of a new storage pad might affect the existing storage pads.

In addition, the location of static and dynamic loads would impact a structural review of the new storage pad. Therefore, NRC staff would want to see seismic loading information in reviewing the license amendment. NSPM reiterated their belief, as provided in the February 28, 2019, pre-application teleconference, that the intended scope of the license amendment request (LAR) was limited to the change in the maximum amount of spent fuel that may be possessed under the ISFSI license. NSPM had assessed the current design and construction details of the new pad per the requirements in Title 10 of the Code of Federal Regulations (10 CFR) 72.48.

This assessment indicated that prior NRC approval would not be required. Therefore, NSPM identified that it did not intend to include details associated with the 10 CFR 72.48 evaluation in CONTACT: Chris Allen, NMSS/DSFM 301-415-6877

C. Regan the LAR. However, NSPM would consider including a high-level summary discussion of the applicability of aging management requirements.

NRC staff clarified its feedback was to ensure that NSPM was considering those aspects either in accordance with 10 CFR 72.48 or for inclusion in the LAR, as appropriate. NRC staff indicated they would be looking for this material, whether submitted as part of the LAR, or as part of a future biennial submittal of the Prairie Island safety analysis report. NSPM clarified that the safety analysis report would not be updated to provide details of the new pad until after the change to the facility was made.
