SUMMARY

OF AUGUST 30, 2017, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL DIGITAL FEEDWATER MODIFICATIONS AT PRAIRIE ISLAND NUCLEAR GENERATING PLANT UNITS 1AND2 (CAC NO. MG0156 AND MG0157)

On August 30, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota Corporation, doing business as Xcel Energy at NRC Headquarters. The purpose of the meeting was to discuss a potential plant modification to update the digital feedwater control system via either a Title 10 of the Code of Federal Regulations (10 CFR) 50.59 process or a license amendment request. The meeting notice and agenda, dated August 30, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17221A013. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML17240A338) related to the potential digital feedwater modification. The licensee presented an overview of the current system and the planned modification. The licensee also presented a status of its review to determine if prior NRC approval would be required.

The NRC staff queried the licensee about the planned modification and the analysis performed to date on the need for prior NRC approval. The licensee provided the NRC staff additional details on the planned modification and the status of its 10 CFR 50. 59 to date in response to the NRC staff's questions. The staff also provided guidance for the licensee in using a "Qualitative Assessment" process as described in "Guideline on Licensing Digital Upgrades: EPRI [Electric Power Research Institute] TR [Topical Report] -102348, Revision 1, NEI [Nuclear Energy Institute] 01-01: A Revision of EPRI TR-102348 to Reflect Changes to the 10 CFR 50.59 Rule" (ADAMS Accession No. ML020860169), and which is the subject of a draft Regulatory Issue Summary (RIS 2017-XX) under development by the NRC staff (ADAMS Accession No. ML17102B507). RIS 2017-XX outlines how an evaluation of the aggregate of design attributes, quality measures, and operating history can be used to assist in making a determination that the likelihood of introducing new accidents or malfunctions, or increasing the frequency or consequences of accidents or malfunctions previously analyzed in the Updated Safety Analysis Report is sufficiently low to warrant installation of the proposed new digital instrumentation and control design under the 10 CFR 50.59 process.

Members of the public were in attendance. A member of the public asked the NRC staff if licensees are required to strictly adhere to guidance when making plant modifications that do not require prior NRC approval. The NRC staff responded the adherence to guidance in these instances can be related to the safety significance of the system being modified and that

licensees making these modifications without requesting NRC approval should ensure that it properly documents the consideration of the deviations and the employment of a quality process.

There were no regulatory decisions made at this meeting.
