SUMMARY

OF MAY 6, 2021, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO A PLANNED LICENSE AMENDMENT TO TRANSITION TO 24-MONTH OPERATING CYCLES (EPID L-2021-LRM-0045)

On May 6, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide information about a planned amendment for Prairie Island Nuclear Generating Plant, Units 1 and 2. The planned amendment would allow for the licensee to adopt 24-month operating cycles. The meeting notice and agenda, dated April 23, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21113A008. The licensees presentation is available in ADAMS at Accession No. ML21124A065. A list of attendees is provided as Enclosure 1.

The licensee presented information regarding a planned license amendment request (LAR) to adopt a 24-month operating cycle in lieu of using the Technical Specification Surveillance Frequency Control Program (SFCP). The licensee discussed using the deterministic guidance of Generic Letter 91-04, Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle (ADAMS Accession No. ML031140501), to support the request. Additionally, the licensee discussed the proposed technical specification change to the SFCP. The NRC staff queried the licensee regarding the verbiage of the proposed change, specifically the use of the term one-time in technical specification 5.5.17.c. The licensee clarified that the intent of the term one-time is to indicate that the surveillance frequencies modified by the proposed amendment would be evaluated consistent with the SFCP for any subsequent changes.

The licensee indicated the LAR submittal is planned for August 2021 in support of implementation before the refueling outage in fall of 2022 (1R33). The licensee stated the 1R33 outage date is dependent on the amendment approval and that contingency options are being considered if the amendment is not approved to support that timeline.

No members of the public were in attendance. No regulatory decisions were made during this meeting.
