SUMMARY
OF DECEMBER 6,2012, MEETING TO DISCUSS THE LICENSEE'S PROPOSED FLEX STRATEGY IN RESPONSE TO NRC ORDER EA-12-049 (TAC NOS. ME9857 AND ME9858)
On December 6,2012, a Category 1 public meeting was held between the US. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee). at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. NSPM's stated purpose of the meeting was to discuss PINGP's baseline capability to provide reactor core COOling and heat removal in accordance with Nuclear Energy Institute (NEI) 12-06, "Diverse and Flexible Coping Strategies (FLEX) Implementing Guide," and to present NSPM's strategy for Phase 1 - relying on installed plant equipment. The industry's FLEX strategies are in response to NRC Order EA-12-049, "Order Modifying Licenses With Regard to Requirements for Mitigation Strategies for Beyond Design-Basis External Events."
A notice for this meeting was issued on November 13, 2012, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML12318A057. The licensee's publicly available slide presentation can be found at ADAMS Accession No. ML12340A540.
The licensee's presentation to the NRC staff included a review of the applicable NEI 12-06 language, a discussion of the PINGP Auxiliary Feedwater System and Cooling Water System designs, the emergency intake structure and screen house designs, and the licensee's proposed FLEX Phase 1 strategy for core cooling. The licensee stated that their strategy relies on the turbine-driven auxiliary feedwater pump, as supplied by the diesel-driven cooling water pumps.
The NRC staff queried the licensee throughout the presentation. A portion of the meeting was closed to the public to allow discussion of sensitive security-related information. Two additional slides (not publicly available) were presented during the closed portion of the meeting.
Members of the public were in attendance and also participated via teleconference. No Public Meeting Feedback Forms have been received.
