SUMMARY
OF SEPTEMBER 23, 2020, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE EXEMPTION REQUEST RELATED TO BIENNIAL EMERGENCY PREPAREDNESS EXERCISE FOR PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 (EPID L-2020-LRM-0084)
On September 23, 2020, a Category 1 public teleconference was held between the U.S.
Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy). The purpose of the meeting was to discuss a potential exemption from the biennial emergency preparedness(EP) exercise for Prairie Island Nuclear Generating Plant, Units 1 and 2. The meeting notice and agenda, dated September 11, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20255A021. The licensee presented information (ADAMS Accession No. ML20266F105), related to the potential license exemption request to the biennial exercise participation requirements under Section IV.F.2.b and c to Appendix E of Title 10 of the Code of Federal Regulations (10 CFR)
Part 50. The licensee presented an overview of the planned application. Xcel is proposing both (a) one-time exemption to exclude the participation of offsite response organizations in the biennial EP exercise for Calendar Year (CY) 2020, and (b) one-time exemption to reschedule licensee (onsite) participation in the biennial EP exercise to CY 2021. The licensee indicated that while they are requesting an exemption to waiver NRC requirement for offsite participation in biennial exercise to CY 2022, the States are currently working with Region V of the Federal Emergency Management Agency on obtaining credit for public health emergency response and to schedule table-tops to demonstrate certain response capabilities. The licensee indicated that submittal is planned for early October 2020.
The NRC staff queried the licensee on extent of the request. The licensee responded that the request would include a delay in the planned exercise and the participation of offsite review organizations. The NRC staff relayed to Xcel Energy that additional guidance on the content of relevant exemptions was provided by NRC letters dated May 14 and September 2, 2020 (ADAMS Accession Nos. ML20120A003 and ML20223A152 respectively).
Members of the public were not in attendance. No regulatory decisions were made during the meeting.
