OF DECEMBER 12, 2019, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, AND TENNESSEE VALLEY AUTHORITY REGARDING PLANNED LICENSE AMENDMENT REQUESTS FOR PRAIRIE ISLAND NUCLEAR PLANT, UNITS 1 AND 2, AND WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2019-LRM-0067)

On December 12, 2019, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Northern States Power Company, a Minnesota Corporation, doing business as Xcel Energy (Xcel), and Tennessee Valley Authority (TVA). The purpose of the meeting was to discuss Xcel's and TVA's planned license amendment requests for Prairie Island Nuclear Generating Plant, Units 1 and 2 (Prairie Island),

and Watts Bar Nuclear Power Plant, Units 1 and 2 (Watts Bar), respectively. The license amendment requests would revise each plant's technical specification (TS} requirements regarding heat flux hot channel factor, in accordance with Westinghouse Topical Report WCAP-17661, Revision 1, "Improved RAOC [Relaxed Axial Offset Control] and CAOC

[Constant Axial Offset Control] FQ Surveillance Technical Specifications" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19225C138). No regulatory decisions were made at this meeting.

TVA began its presentation by providing an overview of WCAP-17661, Revision 1. The WCAP is intended to address non-conservatisms identified in TS 3.2.1, "Heat Flux Hot Channel Factor (Fa(Z))." Both Watts Bar and Prairie Island have administrative controls in place in accordance with Administrative Letter 98-10, "Dispositioning of Technical Specifications that are Insufficient to Assure Plant Safety" (ADAMS Accession No. ML031110108). TVA stated that the issues were addressed as a part of the Watts Bar, Unit 2, initial licensing, which resulted in differences between the Unit 1 and Unit 2 TS 3.2.1. In addition, Unit 2 license condition 2.C(10) further addresses the non-conservatisms. TVA's planned license amendment request would revise TS 3.2.1 in accordance with WCAP-17661, Revision 1, without deviations, which would make the TS consistent between both units. Additionally, TVA would proposed to delete license condition 2.C(10). Based on the current schedule, TVA would submit its request in March 2020, with a requested approval date of March 2021.

Xcel stated that its license amendment request would be similar to TVA's, in that it would adopt the changes to TS 3.2.1 in WCAP-17661, Revision 1, without any deviations. Xcel stated that it planned to submit its license amendment request in February 2020 and request completion by March 2021.

The NRC staff emphasized that the license amendment requests should address the limitations and conditions in the staff's safety evaluation approving WCAP-17661, Revision 1. The NRC staff stated that TVA should discuss the basis for deleting license condition 2.C(10), including discussing whether any conservatism would be removed by deleting the condition.

Representatives from Pacific Gas & Electric Company participated in the meeting as members of the public. No comments or public meeting feedback forms were received.
